{"id":3507,"date":"2019-08-29T16:49:23","date_gmt":"2019-08-29T14:49:23","guid":{"rendered":"https:\/\/cannabisground.com\/?p=3507"},"modified":"2019-08-29T16:49:25","modified_gmt":"2019-08-29T14:49:25","slug":"luxemburgo-cannabis","status":"publish","type":"post","link":"https:\/\/cannabisground.com\/es\/luxemburgo-cannabis\/","title":{"rendered":"Luxemburgo quiere legalizar el cannabis para uso recreativo"},"content":{"rendered":"<h2>Luxemburgo quiere ser el primer pa\u00eds de la Uni\u00f3n Europea en legalizar el cannabis recreativo para adultos<\/h2>\n<p>La legalizaci\u00f3n de la marihuana recreativa fue parte del acuerdo de coalici\u00f3n del gobierno actual, que tiene mayor\u00eda parlamentaria.<\/p>\n<p>Etienne Schneider, ministro de Sanidad de Luxemburgo, ha solicitado a los pa\u00edses de la Uni\u00f3n Europea que modifiquen la legislaci\u00f3n sobre drogas porque el pa\u00eds ha decidido convertirse en el primer pa\u00eds de la Uni\u00f3n Europea que legalice la producci\u00f3n y el consumo de cannabis.<\/p>\n<p>El ministro asegura que la pol\u00edtica de prohibici\u00f3n de los \u00faltimos 50 a\u00f1os ha sido un completo fracaso y que parece que lo prohibido tiene un atractivo a\u00f1adido para los j\u00f3venes. Etienne Schneider conf\u00eda en empezar a cambiar la mentalidad hacia la marihuana en toda la Uni\u00f3n Europea. El ministro espera que se apruebe el proyecto de ley sin mayor oposici\u00f3n.<\/p>\n<p>Las autoridades de Luxemburgo est\u00e1n preparando todos los detalles para la legalizaci\u00f3n de la marihuana recreativa y el proceso legislativo. El modelo de legalizaci\u00f3n est\u00e1 inspirado en el sistema canadiense y podr\u00eda empezar este oto\u00f1o.<\/p>\n<p>Seg\u00fan la nueva legislaci\u00f3n, los residentes en Luxemburgo mayores de 18 a\u00f1os podr\u00e1n comprar cannabis para uso recreativo de forma legal en un plazo de dos a\u00f1os. El estado se encargar\u00e1 de controlar la producci\u00f3n y la distribuci\u00f3n a trav\u00e9s de una agencia espec\u00edfica de cannabis.<\/p>\n<p>En el oto\u00f1o de este a\u00f1o Luxemburgo presentar\u00e1 un proyecto de ley en el que se dar\u00e1n todos los detalles y especificaciones sobre los tipos de cannabis que se vender\u00e1n y los impuestos que se aplicar\u00e1n. Schneider ha dicho que todav\u00eda no se sabe si la nueva ley permitir\u00e1 que los no residentes en Luxemburgo puedan comprar cannabis. Con esta medida se pretende evitar el turismo de la marihuana. Tampoco ser\u00e1 legal el autocultivo en casa.<\/p>\n<p>Los menores de entre 12 y 17 a\u00f1os no podr\u00e1n ser penalizados por posesi\u00f3n de hasta cinco gramos de cannabis. Schneider ha expresado su deseo de que otros pa\u00edses de la UE opten tambi\u00e9n por la legalizaci\u00f3n del cannabis para uso recreativo.<\/p>\n<p>La pol\u00edtica tiene como objetivo evitar que los consumidores acudan al mercado negro. Los ingresos fiscales se utilizar\u00edan para prevenci\u00f3n, concienciaci\u00f3n y atenci\u00f3n de la adicci\u00f3n a las drogas duras.<\/p>\n<p>Luxemburgo tiene 600000 residentes, pero el pa\u00eds es vecino de otras naciones densamente pobladas, como B\u00e9lgica, Francia y Alemania. Si la legalizaci\u00f3n es solo para los residentes es una de las cuestiones clave que podr\u00edan determinar el impacto de la medida en la Uni\u00f3n Europea.<\/p>\n<p>Si Luxemburgo consigue la legalizaci\u00f3n del cannabis, el pa\u00eds se unir\u00eda a Canad\u00e1, Uruguay y 11 estados de EE UU. La marihuana medicinal ya es legal en este pa\u00eds y la posesi\u00f3n de peque\u00f1as cantidades est\u00e1 despenalizada.
